"Maintaining an Independent Judiciary: A Seminar on Judicial and Justice System Reform for Visiting Kosovar Leaders "
was a training seminar for seven delegates from Kosovo. The seminar provided a comprehensive introduction to the U.S. federal and state court system, engaging the visiting Kosovars in discussion of those features of the U.S. system that preserve judicial independence—specifically, the non-political selection/nomination of judges, mandatory judicial training/continuing education, efficient court budgeting and management, and transparent judicial disciplinary procedures. The seminar addressed a critical “rule of law” issue central to the wider transition process now under way in Kosovo and throughout southeastern Europe—namely, how is it possible to develop a judicial system that is attentive to modern legal and legislative changes while at the same time maintaining the system’s freedom from corruption and political influence peddling?
